Feb. 19-22, 2026

The following reports are taken from the Daily Log of the Oregon State Police. All individuals charged with infractions or crimes are innocent until proven guilty in a court of law.

  • Feb. 19: Drug Investigation at Highway 101 and SW Lee St., Newport; stopped for no taillights, Ziploc baggie of suspected methamphetamine and digital scale observed hanging from operator’s sweatshirt pocket in plain view—operator threw items into vehicle, consented to search revealing meth pipes and paraphernalia, criminally cited for unlawful possession of methamphetamine (2g to <10g). Involved: Thomas James Farino, 57, Newport. Officer: Jordan Waddington.
  • Feb. 19: DUII – Alcohol at NE 20th St. and US-101, Newport; stopped for multiple moving violations, signs of impairment observed, SFSTs failed, arrested for DUII, mobile Intoxilyzer breath sample 0.03% BAC, cited and released. Involved: Lisa Beth Schilling, 42, Hillsboro. Officer: Angus Orazio.
  • Feb. 19: DUII – Alcohol at Highway 101 and N. Beaver Creek Rd.; stopped for traffic violations, DUII investigation conducted, driver arrested and lodged at Lincoln County Jail, vehicle impounded. Involved: Garrett Duane Moore, 71, Waldport. Officer: Douglas Honse.
  • Feb. 20: Warrant Arrest at SW 2nd St. and W Olive St., Newport; stopped red Tesla Model S, driver found to have fugitive warrant from another state, lodged at Lincoln County Jail. Involved: Jesse Joel Rossi, White Salmon, Washington. Officer: Alexander Munsee.
  • Feb. 20: FW – Wildlife (non-hunting related) at 5742 Yachats River Rd., Yachats; subject observed on video tearing down and discarding Fish & Wildlife refuge signs near Tami Wagner area, admitted to it when contacted while walking dogs, criminally cited for destruction of Fish and Wildlife Refuge Signs. Involved: Joshua Kamerman Orkin, 77. Officer: Scott Severson.
  • Feb. 20: Sex Offense at N. 101 and NE 4th St., Newport; traffic stop for registration violation led to discovery driver was out-of-compliance registered sex offender failing annual reporting requirement, taken into custody but cited and released after jail declined to lodge. Involved: Rocky Dale Sullivan Autry, 48, Sweet Home. Officer: Logan Denney.
  • Feb. 20: DUII – Alcohol at SW 101 Hwy. and SW Hurbert St., Newport; stopped for multiple violations, strong signs of alcohol impairment, SFSTs failed (HGN 6/6, WAT 6/8, OLS 0/4), arrested for DUII, mobile Intoxilyzer breath sample 0.09% BAC, cited and released, vehicle towed under SB 780. Involved: Lisa Ann McLain, 58, Salem. Officer: Joben Jarvis.
  • Feb. 21: DUII – Alcohol at US-101 milepost 147 SB; stopped for speeding, failing to drive within lane and crossing into oncoming traffic, visibly intoxicated, arrested for DUII, Intoxilyzer breath sample 0.12% BAC, vehicle impounded under SB 780, cited and released at residence. Involved: Jack Loring Dyer, 32, Newport. Officer: Jonathon Swiger.
  • Feb. 22: Disorderly Conduct in Waldport area on US-101; male reported walking in traffic on Highway 101, located and arrested for Disorderly Conduct II plus outstanding Philomath Municipal Court warrant, lodged at Lincoln County Jail. Involved: Shane Anthony McNees, 30, Waldport. Officer: Trenton Davis.
  • Feb. 22: Crash – Non-injury at Highway 18 and N. Deer Dr., Otis; single-vehicle crash investigated, driver arrested for criminal driving while suspended (misdemeanor) and DUII, lodged at Lincoln County Jail, vehicle towed and impounded. Involved: Stuart Allen McWilliams, 50, Otis. Officer: Douglas Honse.
