March 8-19, 2026

OSP troopers continue their patrols along the Central Oregon Coast, handling everything from road rage and crashes to wildlife complaints and unusual vandalism in Lincoln County.

The following reports are taken from the Daily Log of the Oregon State Police. All individuals charged with infractions or crimes are innocent until proven guilty in a court of law.

  • March 8: Citation – Crime on N 101 HWY, Mile post 128, Depoe Bay; OSP investigated road rage incident where suspect threw a cup at victim’s vehicle, damaging windshield. Suspect cited for Criminal Mischief II and Disorderly Conduct II. Involved: Lauren Kilee Wilson, 31, Depoe Bay. Officer: Douglas Honse.
  • March 8: Crash – Hit and Run on 229 HWY, Mile post 17, Siletz; single-vehicle crash into guardrail and signage, vehicle abandoned. Driver arrested next day for failure to perform duties of driver (property damage), reckless driving, and driving while suspended (misdemeanor). Involved: Epica Joann Preuitt, 53, Crawfords ville. Officer: Douglas Honse.
  • March 9: Disorderly Conduct in Lincoln County; troopers assisted U.S. Coast Guard with reported fight on commercial crabbing vessel. Two deckhands warned for Disorderly Conduct II after brief physical altercation during high-stress moment. Involved: Scott L Andersen, 52, and Robert D Werder, 41, both Newport. Officer: Trenton Davis.
  • March 9: Citation – Crime on 235 SW 101 HWY, Waldport; road rage incident where suspect threw vape pen at victim’s vehicle causing damage. Suspect cited for Criminal Mischief II and Disorderly Conduct II. Involved: Rory Benjamin White, 33. Officer: Douglas Honse.
  • March 10: Crash – Injury at US Hwy 101 and SR Hwy 229; multi-vehicle crash triggered by unsafe passing maneuver near fruit stand. At-fault driver cited for DUII (intoxicants and controlled substances), reckless driving, reckless endangering another person, and Criminal Mischief II after sustaining injuries (head laceration and broken sternum). Two vehicles towed. Involved: Adam Thomas Clay, 43, Vancouver WA. Officer: Gregory Plummer.
  • March 13: Warrant Arrest on US-20, Lincoln County; single-vehicle crash near MP 27 involving gray Kia Forte towed by Rowley’s. Passenger arrested on outstanding warrant. Involved: Leland Allen Montgomery, 61, Cathlamet WA. Officer: Alexander Munsee.
  • March 14: DUI – Alcohol and Controlled Substances on US-101, Mile post 140, Newport; traffic stop of gray Scion xB. Driver arrested for DUI (intoxicants and controlled substances) and reckless driving. Involved: Anthony Thomas Killips-Hembree, 24, Waldport OR. Officer: Alexander Munsee.
  • March 16: Criminal Mischief in Lincoln County; subject reported vandalism to 2019 Chevrolet Silverado 3500 diesel truck (sand/gravel placed in unsecured gas tank near Lincoln City around end of December 2025, discovered after engine trouble). Police report filed for insurance claim. Involved: Complainant Allen Phillip Villanueva, 66, Sandy OR. Officer: Kelly Katsikis.
  • March 16: FW – Wildlife (non-hunting related) in Depoe Bay; OSP received TIP email report of sea lion harassment. Case referred to NOAA. Involved: Witness Dawson Hull. Officer: Heather Van Meter.
  • March 16: Fail to Report – No Annual Report in Lincoln County; arrested for failure to file required annual sex offender registration report. Involved: Paul Edwin Butler, Salem OR. Officer: Douglas Honse.
  • March 16: Fail to Appear in Lincoln County; arrested on two Failure to Appear (FTA) warrants. Involved: Joseph Raymond Cullison, Waldport OR. Officer: Douglas Honse.
  • March 17: Miscellaneous, All Other on 101, Mile post 163 to 163 SB, Lincoln County; reported hit-and-run, but investigation revealed deer strike (deer hair on broken mirror and deer feces on driver door). Case number issued for insurance. Involved: Complainant Kristy Weaver, 68. Officer: Kelly Katsikis.
  • March 19: Crash – Non-injury on 34 HWY, Mile post 11 WB, Lincoln County; westbound Toyota 4-Runner crossed centerline and struck eastbound school bus. Toyota sustained severe damage and towed by Rowley’s. No injuries to children on bus (transferred safely). Toyota driver cited and released. Involved: Cheryl Ann Brubaker, 62. Officer: David Peterson.
