The following reports are taken from the Daily Log of the Oregon State Police. All individuals charged with infractions or crimes are innocent until proven guilty in a court of law.

  • Jan. 30: Disorderly Conduct on US-101 near Milepost 167, Lincoln County; a hitchhiker was reported naked from the waist down and fondling himself, actions confirmed upon contact, arrested and lodged in jail, vehicle towed due to valuables inside. Involved: Douglas Stuart Ide, 66; witness Dennis Joseph Rupp, 69; complainant Garrett M. Brawdy. Officer: David Peterson.
  • Jan. 30: Warrant Arrest on US-101 near Milepost 150.5, Lincoln County; driver crashed into a ditch causing property damage and fled, later apprehended in woods with felony parole warrant and suspended license, lodged in jail with added charges. Involved: Rachael Justine Moore, 55. Officer: David Peterson.
  • Jan. 31: Crash – Non-injury on US-101 near Milepost 150.5, Lincoln County; vehicle crossed lanes into ditch and rolled onto side, log only, towed from scene. Involved: Dawn Marie Backman, 47, of Newport. Officer: David Peterson.
  • Jan. 31: DUII – Controlled Substance on US-101 near Milepost 151, Seal Rock; response to driving complaint on silver Subaru, driver arrested for DUII and related charges, towed from scene. Involved: Jessica Gwendolyn Thomason, 54, of Eugene; witnesses Echo Pauline Morse, 39, of Newport; Joshua Brian Winton, 48, of South Beach; Sara Kimberly Winton, 40, of Newport; victim Unknown. Officer: Alexander Munsee.
  • Feb. 2: Fire Investigation – Undetermined on US-101 near Milepost 130 NB, Depot Bay; white Dodge pickup towing trailer caught fire in engine for unknown reason, fire contained to cab, both towed from scene. Involved: Joseph Emmanuel Winn, 37. Officer: Joey Pollard.
  • Feb. 2: Impound Vehicle on US-101 near Milepost 125 NB, Lincoln County; vehicle impounded after traffic stop revealed it was uninsured. Involved: Precious Esther Marnea Mabon, 42, of Depoe Bay. Officer: Douglas Honse.
  • Feb. 3: DUII on US-101 near Milepost 111 NB, Lincoln County; traffic stop investigation found driver impaired, charged with DUII, DWS-misdemeanor, and PCS-methamphetamine, lodged in jail, vehicle towed. Involved: Donna Rae Danielson, 59. Officer: Joey Pollard.
  • Feb. 3: Citation – Crime in Lincoln County; stop for improper registration display revealed expired registration, misdemeanor suspended license for refusing breath test, no ignition interlock, and uninsured, cited and released. Involved: Kiri Anne Haight, 36, of Grande Ronde. Officer: Gregory Plummer.
  • Feb. 4: Warrant Arrest on US-101 near Milepost 141, Lincoln County; traffic stop revealed warrant, arrested and lodged, cited for DWS, vehicle towed. Involved: Norman Jacques Brown, 25. Officer: David Peterson.
  • Feb. 4: DUII – Controlled Substance on US-101 near Milepost 140 NB, Lincoln County; traffic stop for violation, driver impaired by methamphetamine, possessed drugs and paraphernalia, arrested after SFSTs, vehicle towed. Involved: Michael Paul Richardson, 48, of Newport; passenger Emily Anne Richardson, 56. Officer: David Wertz.
  • Feb. 5: Crash – Injury at US-101 and SR-18 intersection, Lincoln County; e-crash only, motorcycle slid off roadway while taking on-ramp, driver had amnesia, transported to hospital. Involved: Gary Benjamin Keefer, 63; Stephen Michael Sagmiller, 69, of Salem. Officer: Gavin Moody.
  • Feb. 8: DUII – Alcohol and Controlled Substances on SR-20 near Milepost 8 EB, Lincoln County; vehicle crashed into driveway blackberries, driver passed out and impaired with .18% BAC after warrant for breath/blood, arrested and towed. Involved: Justin Allen Doyle, 36, of Eddyville; police officer Jeremiah M. Mangum; medical personnel Veronica F. Martinez. Officer: David Wertz.
  • Feb. 8: Fish & Wildlife – Hunting in Lincoln County; 65-year-old male and 15-year-old juvenile son shot cow elk on public land that fell on private property without permission, juvenile lacked 2026 license/registration, investigation ongoing for landowner contact. Involved: Suspects Stephen Douglas Huhn, 65, of Eddyville; juvenile male, 15, of Eddyville; victim David James Capri, 67, of Newport. Officer: Trenton Davis.
  • Feb. 9: Impound Vehicle at US-101 and SE 14th St, Lincoln City; traffic stop on Mazda pickup, driver cited for DWS, failure to register, and no insurance, vehicle towed and impounded. Involved: Kenneth Richard Salet, 34, of Otis; passenger Brent Perterson, 44. Officer: Douglas Honse.
  • Feb. 10: Disorderly Conduct on US-101 near Milepost 151, Seal Rock; person arrested for disorderly conduct II and DUII, vehicle towed and impounded. Involved: Timotthy Wallace Schmelzer, 63. Officer: Douglas Honse.
  • Feb. 10: Crash – Injury at US-101 and NE 100th Dr, Newport; two-vehicle collision, northbound SUV experienced medical event, crossed lanes and sideswiped southbound van with trailer, both off shoulder, drivers transported to hospital with non-life-threatening injuries, both towed. Involved: Lynda Marie De Sautel, 60, of Neskowin; Austin W. Leroux, 47, of Dayton. Officer: David Wertz.
